【摘要】:Thistestmethodwasdevelopedtoprovidefortheenforcementof26CFR48.4082-1(b),whichmandatesthatalltax-exemptdieselfuelsbedyedwithanamountofSolventRed164ataconcentrationthatisspectrallyequivalentto3.9lb/103bbl(11.1mg/L)ofSolventRed26.ItisemployedtoverifythatthecorrectamountofSolventRed164isbeingaddedtotax-exemptproductatterminalsorrefineriespriortosale,andtodetectthepresenceofSolventRed164intaxedproductintendedforon-roaduse.5.1.1SolventRed26istheazodyeshowninFig.1.ItisthestandardagainstwhichtheconcentrationofSolventRed164ismeasuredbecauseitisavailableinacertifiedpureform.SolventRed164isidenticalinstructuretoSolventRed26exceptthatithashydrocarbon(alkyl)chainsincorporatedtoincreaseitssolubilityindieselandburnerfuels.TheexactcompositionofSolventRed164willvaryfrommanufacturertomanufacturerandlottolotdependingupontheextentofalkylationthatoccursduringproduction;however,itsvisiblespectrumisvirtuallyidenticaltothespectrumofSolventRed26.SolventRed164isemployedinthefield(insteadofSolventRed26)todyetax-exemptdieselandburnerfuelsbecauseofitshighersolubilityandrelativelylowcost.FIG.1StructureofSolventRed261.1ThistestmethodcoverstheprocedurefordeterminingtheconcentrationofdyeSolventRed164incommerciallyavailabledieselandburnerfuelsusingvisiblespectroscopy.Note1ThistestmethodissuitableforallNo.1andNo.2gradesinSpecificationsD396andD975andforgradesDMAandDMBinSpecificationD2069.1.2TheconcentrationrangesspecifiedforthecalibrationstandardsareestablishedinresponsetotheInternalRevenueServicedyeingrequirementswhichstatethattax-exemptdieselfuelsatisfiesthedyeingrequirementonlyifitcontainsthedyeSolventRed164(andnootherdye)ataconcentrationspectrallyequivalentto3.9lbofthesoliddyestandardSolventRed26perthousandbbl(11.1mg/L)ofdieselfuel.1.3ThevaluesstatedinSIunitsaretoberegardedasthestandard.Thisstandarddoesnotpurporttoaddressallofthesafetyconcerns,ifany,associatedwithitsuse.Itistheresponsibilityoftheuserofthisstandardtoestablishappropriatesafetyandhealthpracticesanddeterminetheapplicabilityofregulatorylimitationspriortouse.
