【摘要】:ThisGuideprovides?guidanceforjustifyingandevaluatingaproposedmanagementsystemstandardprojectwithaviewtoassessingmarketrelevance,?guidanceonthemethodology(process)ofdevelopingandmaintaining(i.e.reviewingandrevising)managementsystemstandardswithaviewtoensuringcompatibilityandenhancingalignment,and?guidanceontheterminology,structureandcommonelementsofmanagementsystemstandardswithaviewtoensuringcompatibilityaswellasenhancingalignmentandeaseofuse.ThisguidanceisinadditiontotheproceduresfortechnicalworkandthemethodologyforthedevelopmentofInternationalStandardsestablishedbytheISO/IECDirectives.ThisGuidemakesadistinctionbetweenthreedifferenttypesofmanagementsystemstandard(MSS),asfollows.?TypeA:managementsystemrequirementsstandards,bothgenericandsector-specific.?TypeB:managementsystemguidelinesstandards,bothgenericandsector-specific.?TypeC:managementsystemrelatedstandards.WhilstthisGuideisaimedprimarilyatTypeAMSSs,itisequallyapplicabletoTypeB.ThisGuideisalsoapplicabletoTypeCwiththeexceptionof7.3relatingtotheMSSstructureandcommonelements.ThisGuideisintendedtobeusedbyallISObodiesinvolvedinthedevelopmentofmanagementsystemrequirementsandguidelinesstandards,andmanagementsystemrelatedstandards.Itcanalsobeusedbynon-ISOstandardsdevelopmentorganizationsattheinternational,regionalornationallevelthatareconsideringorareintheprocessofdevelopingmanagementsystemstandardsand/orcomparabledocuments.ItshouldbeemphasizedthatthisGuidedoesnotserveasanintegratedmanagementsystemstandard.Itisintendedtobeusedbystandardswriters.Itisnotintendedtobeusedbyorganizationsimplementingmanagementsystemstandards,norusedforcertificationpurposes.NOTE1WheneverinthisGuidetheterm"standard"isused,thewholerangeofISOdeliverablesismeant[i.e.InternationalStandards,ISO(/IEC)Guides,TechnicalSpecifications,TechnicalReports,PubliclyAvailableSpecificationsandInternationalWorkshopAgreements]unlessaspecifictypeofdocumentisreferredto.NOTE2ThroughoutthisGuidetheabbreviationMSSisusedtocoveraTypeA,BandCstandard.NOTE3WheneverinthisGuidethetermtechnicalcommittee(TC)isused,allISObodiesdevelopingMSSsareincluded.
